To not be able to turn the heater off posed a concern, as a possible fire hazard. Now that it is off is OK, until the autumn, when it will be needed. But, then the heat rheostat/thermostat still won't calibrate to the appropriate setting. It'll need to be addressed, in due course. Yet, if it was operating properly in the first place, then being repaired properly wouldn't be a projected concern.
