How much does assisted living cost in Tucson, AZ?

The average monthly cost of assisted living is $3,817 in Tucson, according to A Place for Mom’s proprietary data.[01] This cost reflects starting base rent for room and board; care services and certain amenities are typically add-on expenses. Other factors that affect cost include location of the community, the size and layout of the apartment, and a resident’s care needs.

The average monthly cost of assisted living in Tucson is lower than the national average of $4,740 and lower than Arizona’s average of $3,910.[01] According to the Economic Research Institute, the overall cost of living in Tucson is 4% lower than the national average, which can help offset some of the costs of assisted living.[02]

In Tucson, the average starting cost of assisted living is less than both independent living and memory care. At $3,913 per month, independent living in Tucson is slightly more expensive than assisted living. While it may seem surprising that assisted living is initially less expensive than independent living, it’s because many assisted living communities used a tiered or a la carte pricing model. As residents add care and services, the total cost of assisted living often exceeds the total cost of independent living. At $4,636 per month, memory care in Tucson costs more than assisted living because more care is provided, typically by specialized staff who are trained in dementia care.

How to pay for assisted living in Tucson

Seniors and their families usually pay for assisted living in Tucson with a mix of private and public funds, including personal savings, home sale proceeds, long-term care insurance, veterans benefits, and Arizona’s Medicaid program (Arizona Long Term Care System).

Private pay options

Personal income and assets that families often use to pay for assisted living include:

In some cases, family members contribute to help cover monthly costs.

VA benefits

The U.S. Department of Veterans Affairs (VA) offers several programs to help eligible seniors who served in the U.S. military and their surviving spouses. Three of the most common VA benefit programs used to cover assisted living are:

  • Veterans Pension
  • Aid and Attendance benefits
  • Disability Compensation

Eligible surviving spouses may also qualify for a Survivors Pension or the Dependency and Indemnity Compensation program, both of which can help pay for assisted living.

Because incomplete applications and insufficient planning can lead to delay or denial of VA benefits, or even a penalty period of ineligibility, it’s important to research the options and speak with a benefits counselor well in advance of applying.

Resources for veterans in Tucson

There are nearly 60,000 veterans living in Tucson, many of whom are 65 or older.[03] To support them, and their families, several area organizations provide benefits support and guidance. They include:

  • Tucson Vet Center
    2525 E. Broadway Blvd., Suite 100
    Tucson, AZ 85716
    Phone: 520-882-0333

Medicaid

Medicaid is a joint federal and state program that’s designed to help low-income families and individuals afford health care and long-term care services. In Arizona, the Arizona Long Term Care System (ALTCS) is a program operated by the state’s Medicaid agency, the Arizona Health Care Cost Containment System (AHCCCS).[04]

ALTCS is an entitlement program, so if a resident meets eligibility requirements, they’re entitled to the program’s benefits. There’s not a limit to the number of residents who can receive services. While Medicaid in Arizona won’t cover room and board in assisted living, it may cover skilled nursing services, occupational and physical therapy, and other services provided to eligible residents who live in an assisted living facility.[05]

To qualify for ALTCS, an aged, blind, or disabled Arizona resident must:[04,05]

  • Be a United States citizen or qualified immigrant
  • Have a Social Security number or apply for one
  • Meet specific income and asset limit requirements
  • Need a nursing home level of care
  • Live in an approved setting, such as their own home or a nursing home or assisted living community that’s certified by AHCCCS

The application process for Arizona’s Medicaid program can be complex, so families are encouraged to work with local advisers. Once enrolled in ALTCS, seniors are assigned to a managed care organization that coordinates medical and other services with local providers.

Arizona residents can apply for ALTCS online using Health-e-Arizona Plus (HEAplus) or by calling 888-621-6880. You can also download and complete the Request For Application For Arizona Long Term Care System Form, then submit it in person at the local ALTCS office below or via fax, mail, or email.

Medicare

Medicare is a federal health insurance program for people who are 65 and older and younger people with disabilities or specific conditions such as end-stage renal disease or ALS.[06] Because it’s a health insurance plan, Medicare won’t cover assisted living or any other type of long-term care. However, Medicare may cover some items and services that a senior uses or receives in an assisted living community, such as medications, durable medical equipment, and more.

What is assisted living like in Tucson?

Tucson is known for its mild, senior-friendly weather. Average temperatures in Tucson are still warm but tend to be cooler than those in Phoenix due to higher elevation.

Most of Tucson’s assisted living communities are located along the Rillito River in the Santa Cruz River basin, near the Santa Catalina and Rincon mountains. This gives residents easy access to scenic views, desert trails, and nearby shopping and healthcare hubs. A few communities west of Highway 10, near Saguaro National and Tucson Mountain parks, offer a quieter setting surrounded by desert beauty — ideal for seniors who prefer a more peaceful, natural environment.

While many cities have one or two types of assisted living communities, Tucson offers three types: traditional assisted living communities, adult foster care homes, and continuing care retirement communities.

Traditional assisted living communities

Traditional assisted living communities in Tucson tend to have more than 25 residents. Many have on-site physicians and nurses and provide amenities like arts and crafts rooms or libraries. Outings to local botanical gardens, performances, or other events are common. In these communities, residents can choose from a variety of apartment floor plans and usually eat their meals together in a restaurant-style dining area.

Many of Tucson’s assisted living communities offer at least one other type of senior living, like memory care or independent living. Multi-care communities like these are often on large campuses, with a dedicated building or wing for each type of senior living. These communities enable residents to stay on the same campus, even as their care needs change.

Adult foster care homes

Adult foster care homes, also known as board and care homes, are common in Tucson. These are private homes in residential areas that care for up to four adults.[07] While adult foster care homes are licensed and regulated in many of the same ways as traditional assisted living communities, they tend to be more affordable and provide a more intimate, personalized experience.

Seniors in adult foster care homes in Tucson often share a room with one other resident and have access to the common areas of the house. Amenities may include a backyard or patio, a dining room, and a living room. Caregivers often live alongside residents and are available 24/7.

Continuing care retirement communities

Continuing care retirement communities (CCRCs) are similar to multi-care communities in that they often cover the full spectrum of long-term care — from independent living to skilled nursing. CCRCs have a different payment structure and are often more expensive than other assisted living options. Most CCRCs require residents to pay a large admission fee and sign a continuing care agreement.

The admission fees and higher monthly costs at CCRCs are intended to help to cover a higher level of care in the future. CCRCs also tend to have more lavish amenities — like pools and bars — and an array of personalized health and wellness services.
