Medicaid is a joint federal and state program that’s designed to help low-income families and individuals afford health care and long-term care services. In Arizona, the Arizona Long Term Care System (ALTCS) is a program operated by the state’s Medicaid agency, the Arizona Health Care Cost Containment System (AHCCCS).[04]

ALTCS is an entitlement program, so if a resident meets eligibility requirements, they’re entitled to the program’s benefits. There’s not a limit to the number of residents who can receive services. While Medicaid in Arizona won’t cover room and board in assisted living, it may cover skilled nursing services, occupational and physical therapy, and other services provided to eligible residents who live in an assisted living facility.[05]

To qualify for ALTCS, an aged, blind, or disabled Arizona resident must:[04,05]

  • Be a United States citizen or qualified immigrant
  • Have a Social Security number or apply for one
  • Meet specific income and asset limit requirements
  • Need a nursing home level of care
  • Live in an approved setting, such as their own home or a nursing home or assisted living community that’s certified by AHCCCS

The application process for Arizona’s Medicaid program can be complex, so families are encouraged to work with local advisers. Once enrolled in ALTCS, seniors are assigned to a managed care organization that coordinates medical and other services with local providers.

What is assisted living like in Tucson?

Tucson is known for its mild, senior-friendly weather. Average temperatures in Tucson are still warm but tend to be cooler than those in Phoenix due to higher elevation.

Most of Tucson’s assisted living communities are located along the Rillito River in the Santa Cruz River basin, near the Santa Catalina and Rincon mountains. Traditional assisted living communities

Traditional assisted living communities in Tucson tend to have more than 25 residents. Many have on-site physicians and nurses and provide amenities like arts and crafts rooms or libraries. Outings to local botanical gardens, performances, or other events are common. In these communities, residents can choose from a variety of apartment floor plans and usually eat their meals together in a restaurant-style dining area.

Multi-care communities like these are often on large campuses, with a dedicated building or wing for each type of senior living. Adult foster care homes

Adult foster care homes, also known as board and care homes, are common in Tucson. These are private homes in residential areas that care for up to four adults.[07] While adult foster care homes are licensed and regulated in many of the same ways as traditional assisted living communities, they tend to be more affordable and provide a more intimate, personalized experience.

Continuing care retirement communities

CCRCs have a different payment structure and are often more expensive than other assisted living options. Most CCRCs require residents to pay a large admission fee and sign a continuing care agreement.

The admission fees and higher monthly costs at CCRCs are intended to help to cover a higher level of care in the future. CCRCs also tend to have more lavish amenities — like pools and bars — and an array of personalized health and wellness services.
