How to pay for memory care in Baltimore

Most families use more than one source of funds to pay for memory care. In Baltimore, common options include private savings, income, long-term care insurance, veterans benefits, Maryland Medicaid programs, and state or local subsidy programs.

Private pay options

Families often use personal income and assets to cover monthly memory care costs. Common private pay options include:

Some families also choose to share expenses among relatives to help their loved one receive the support they need.

VA benefits

For Baltimore families with a loved one who served in the military, veterans benefits may be an important part of the memory care payment plan. The U.S. Department of Veterans Affairs (VA) offers pension, health care, and disability programs that may help eligible veterans and surviving spouses offset care-related costs.

Common VA benefits that may help include:

Applying for VA benefits can take time, especially when families are gathering service records, medical documents, and financial information. A VA-accredited benefits counselor or local veterans service officer in the Baltimore area can help your family understand eligibility, prepare the right forms, and reduce the risk of delays or denials.

Resources for veterans in Baltimore

Baltimore is home to more than 24,500 veterans, which is about 5% of the city’s overall population.[03] Local veterans resources can help families understand VA benefits, gather paperwork, and apply for support.

Medicaid

Medicaid is a joint federal and state program that helps people with limited income and assets pay for health care and long-term care. In Maryland, Medicaid is also called Medical Assistance. Medicaid may help cover certain care-related services for eligible seniors, but it generally does not pay for room and board in memory care facilities.

Maryland families may want to explore several programs that may help with long-term care or assisted living costs:{{citations:4,5}}

  • Maryland Medicaid Long Term Services and Supports covers long-term care services in home, community-based, and institutional settings. Depending on eligibility and care setting, covered services can include personal assistance, nursing, nurse monitoring, medical day care, case management, transportation, medical supplies, and medical equipment.
  • Home- and Community-Based Services (HCBS) waiver programs cover certain home- and community-based services for qualified seniors and adults with disabilities. In assisted living settings, this waiver can help pay for care-related services, but it does not cover room and board.

Coverage can vary by program, setting, and eligibility, but typically includes:

  • Help with activities of daily living (ADLs)
  • Physical, occupational, and speech therapies
  • Recreational programs
  • Transportation
  • Daily meals
  • Housekeeping, laundry, and meal preparation

Two other programs may help with memory care costs:[06,07]

  • The Senior Assisted Living Subsidy (SALS) Program is a Montgomery County program (not Medicaid) that helps eligible adults 62 and older pay for assisted living services, including meals, personal care, and 24-hour supervision. This can be relevant for residents in assisted living communities that provide memory care.
  • Program of All-Inclusive Care for the Elderly (PACE) provides coordinated medical and social services for eligible older adults who live in the community. This program is usually more relevant before a move to memory care and is a joint program between Medicare and Medicaid.

Families should also know that some programs may have waitlists or limited provider availability.

Medicare

Medicare is a federal health insurance program for adults 65 and older, as well as some younger people who qualify due to a disability or certain medical conditions.[08] For Baltimore families comparing memory care options, it’s important to separate medical coverage from long-term daily support.

Medicare won’t pay for memory care rent or nonmedical help with daily routines, such as bathing, dressing, eating, or supervision. It may still help cover approved medical services your loved one receives while living in memory care, including doctor visits, hospital care, prescriptions, therapy, and durable medical equipment.

Maryland also offers programs that may help eligible residents understand or reduce Medicare-related costs, including the State Health Insurance Assistance Program (SHIP), Medicare Savings Programs, and the Senior Prescription Drug Assistance Program (SPDAP).

What is memory care like in Baltimore?

Memory care communities in Baltimore support seniors living with Alzheimer’s disease and other types of dementia through secure spaces, structured routines, and personalized daily care. Families can find communities near hospital systems, waterfront neighborhoods, and quieter residential areas, giving them options across the city and the surrounding region.

These communities offer many familiar assisted living services, along with dementia-focused features that help residents feel safer and more grounded, such as:

  • Secure community layouts and wander-prevention systems
  • Daily activities that encourage memory, movement, and connection
  • Indoor walking areas and enclosed outdoor spaces for safe, supervised movement
  • Predictable routines that can help reduce confusion and support emotional comfort

Care options for changing needs

Many Baltimore memory care communities are part of larger assisted living campuses. In fact, only a small share of A Place for Mom’s local partner communities are stand-alone memory care communities, while many offer memory care alongside assisted living or other senior living options.[01]

This can make transitions easier if your loved one’s needs change. It may also be helpful for couples who want to stay in the same community while receiving different levels of support. For families, a multi-level campus can offer reassurance because a loved one may be able to receive more specialized care without moving to an entirely new setting.

Daily care and health support

Baltimore memory care communities are built around supervision, safety, and help with everyday routines. Many residents need support with personal care, mobility, medication management, or moments of confusion, so trained staff and clear routines are especially important.

Among A Place for Mom’s partner memory care communities in Baltimore:[01]

  • More than 93% offer 24-hour awake staff
  • All communities provide non-ambulatory care
  • All communities provide diabetic care
  • Almost 87% offer access to visiting health care professionals, such as nurses, physical therapists, occupational therapists, speech therapists, dentists, or podiatrists
  • More than 92% offer respite or short-term stays

These services can help families feel more confident that their loved one has support when they need it. They can also make daily life easier for residents who need help with bathing, dressing, meals, mobility, and care coordination.

Activities, routines, and shared spaces

In Baltimore memory care communities, activities are often designed to add structure and connection to the day. Music, art, light exercise, devotional activities, games, and supervised outings can help residents stay connected to familiar interests while supporting social engagement.

A Place for Mom’s local partner communities also offer a range of programs and shared spaces.[01]

  • More than 66% have an activity director
  • Nearly 87% offer outings or off-site activities
  • Roughly two-thirds offer live performances
  • About 67% offer fitness classes
  • Almost half offer arts and crafts centers

Many communities also include dining rooms, activity spaces, libraries, patios, gardens, salons, and enclosed outdoor walking areas. These spaces give residents places to gather, rest, move safely, and enjoy visits with family.

Unfamiliar with Baltimore? Highlights for seniors

Baltimore is home to about 568,000 residents, and adults 65 and older make up about 16% of the city’s population.[03] Set along the Chesapeake Bay, the city gives families access to major medical centers, public transportation, museums, waterfront destinations, and historic neighborhoods that can work well for supervised visits with a loved one in memory care.

Top hospitals for seniors in Baltimore

Baltimore has several major medical networks and specialty centers that can support older adults with dementia and other health needs. Local hospitals can help with memory changes, stroke recovery, heart conditions, cancer care, mobility concerns, and chronic illness management.

Mercy Medical Center provides hospital care in downtown Baltimore, with services that may support older adults managing chronic or complex health needs.

Transportation for seniors in Baltimore

Many Baltimore memory care communities help residents get to appointments and local outings without relying solely on family transportation. In A Place for Mom’s Baltimore partner network, 80% of memory care communities offer complimentary or at-cost transportation.[01] Depending on the community, these rides may support medical appointments, pharmacy trips, errands, and supervised outings around the city.

For family members visiting or helping with appointments, the Maryland Transit Administration (MTA) operates bus, Metro SubwayLink, Light RailLink, MARC Train, and MobilityLink paratransit services. MTA offers reduced fares for eligible adults 65 and older, Medicare cardholders, and people with disabilities, and certified personal care attendants can ride MobilityLink for free.

Since seniors living with dementia should not travel alone, a family member, caregiver, or community staff member should accompany them when using public transportation.

Things to do in Baltimore for seniors and their families

Baltimore has plenty of places where families can share a low-key outing with a loved one in memory care. Waterfront views, historic sites, museums, and parks can offer familiar sights, gentle movement, and conversation without requiring a long or overly busy visit.

Museums, art, and history

Baltimore’s museums and historic attractions offer accessible, easy-to-navigate spaces that can support calm, meaningful outings for seniors living with dementia and their families.

  • The Walters Art Museum features art collections spanning ancient to modern works and offers accessible entrances, elevators, wheelchairs, and quiet gallery spaces that can work well for a shorter visit.
  • The Baltimore Museum of Art showcases American, contemporary, and international art collections in accessible entrances and galleries, with wheelchairs available on a first-come, first-served basis.
  • Fort McHenry National Monument and Historic Shrine gives families a chance to explore the history behind the Star-Spangled Banner through exhibits and historic grounds. Because much of the site experience includes outdoor areas, families may want to choose a mild-weather day and keep the visit short if their loved one tires easily. Wheelchairs are available to borrow upon request, along with other accessibility accommodations.

Waterfront and sensory-friendly outings

The Baltimore waterfront and nearby parks provide scenic, flexible settings where families can enjoy shorter, lower-stimulation visits together.

  • The National Aquarium features marine life exhibits, underwater viewing areas, and interactive displays, and is fully wheelchair accessible, including entrances, exhibits, theaters, restrooms, and elevators, with wheelchairs available on a first-come, first-served basis.
  • The Inner Harbor can be a flexible outing for families who want waterfront views, benches, restaurants, and short walks. Quieter times may be best for loved ones who are sensitive to crowds.
  • Patterson Park offers open green space, walking paths, and places to sit, making it a good choice for a slower-paced outdoor visit.

Animals, sports, and family visits

Familiar attractions such as the zoo, baseball games, and train museums can create enjoyable, memory-focused experiences for older adults and visiting family members.

  • The Maryland Zoo offers an engaging outdoor setting, animal exhibits, and places to rest between stops. Families may want to choose a shorter route and visit during less crowded times.
  • Oriole Park at Camden Yards can be a meaningful outing for lifelong Orioles fans, especially for daytime games or less crowded matchups.
  • B&O Railroad Museum can offer a nostalgic, visually engaging outing for families who want a manageable museum visit with historic trains and exhibits.

Memory care laws and regulations in Maryland

Memory care communities are generally regulated by state governments. This means that rules and operation requirements vary by state and by the type of care a community provides. Learning about how memory care is regulated can help you make informed care decisions.
