How to pay for independent living in Chicago

Because independent living communities don’t provide personal or medical care services, residents generally pay for their living expenses out of pocket. Many older adults cover these costs using a combination of Social Security benefits, personal savings, retirement funds, pensions, or proceeds from the sale of a home or other assets, allowing them to comfortably maintain their independent lifestyle.

The U.S. Department of Veterans Affairs (VA) provides a variety of programs to help eligible veterans and their surviving spouses. Several of these benefits can be used to help cover independent living expenses, including:

  • Disability Compensation
  • Dependency and Indemnity Compensation (DIC)

If you or your spouse ever needs extra assistance while living independently, many communities can coordinate in-home care services to meet your needs. You may also be eligible for the VA Aid and Attendance benefit, which can help pay for these added care costs.

Medicaid

Medicaid is a joint federal and state program that helps people with limited income and resources access health care and long-term care services. In Illinois, Medicaid doesn’t cover independent living, but eligible residents can use it to pay for certain care-related services regardless of where they live.

Should you or your eligible spouse eventually need care, Illinois Medicaid supports residents who have low incomes through two programs, both of which are entitlements, meaning that any Illinois citizen who meets the program’s requirements is eligible.[04,05]

Eligibility requirements vary, but generally include the need to:

  • Be a U.S. citizen or meet requirements for noncitizens
  • Be at least 60, or 65, years of age, blind, or disabled
  • Meet certain income, asset, and medical need guidelines

Medicare

Medicare is a federal health insurance program for adults age 65 and older, as well as younger individuals with certain disabilities or medical conditions such as end-stage renal disease (ESRD).[08] While Medicare won’t cover the cost of independent living, it can help pay for medically necessary care and services a resident may need, including prescription medications, durable medical equipment, and other approved treatments received while living in an independent living community.
