Medicaid and Medicare are public health insurance programs for seniors or disabled individuals. Neither can be used to pay for rent on a senior apartment, as they are health insurance programs, and a senior apartment is not a care community. Most Texas seniors who qualify for Medicaid receive their coverage through STAR+PLUS — the state’s managed care program for seniors 65+ and individuals with disabilities.
