Medicare in Louisiana does not cover custodial costs associated with nursing home-based care, but no matter what kind of facility you’re living in, you can claim coverage for certain medical costs. This includes skilled nursing where medically necessary, costs associated with hospital stays and physician visits, pharmaceutical costs, as well as offsite stays, such as during surgery or treatment.
For help understanding your rights to Medicare and for assistance, your local Senior Health Insurance Information Program (SHIIP) program has available counselors. For additional help with application forms, your local Social Security Assistance Office is also nearby. That’s where you’ll apply in person if you don’t apply online. Last but not least, your local ombudsman is Peggy Essick, located at the Capital Area Agency on Aging, and can support seniors and their families as they navigate the above resources.
If you’re looking for additional help, the Louisiana Medicare Savings Program can provide benefits to eligible seniors who are already enrolled in Medicare Part A. Nursing home facilities in Louisiana must be licensed by the Louisiana Department of Health via inspections by the Office of State Fire Marshall and by the Office of Public Health as well as disclosure of owners with 5% or greater ownership. A nursing home is defined as a private home or institution in which multiple residents receive necessary personal care and nursing.
Some memory care facilities in our listings will also come under the “nursing facilities” umbrella and be inspected as such, but facilities may have additional guidelines for the provision of memory care, more specifically. For example, a nursing facility with an Alzheimer’s Special Care Unit must have designated, secure areas and pathways to protect memory care patients.

Memory care facilities are grouped as a specialized form of assisted living. Assisted living facilities also require a license from the Health Standards Section (HHS) of the Louisiana Department of Health. Once licensed, these communities are categorized as adult residential care providers. Because of this category, these facilities must then undergo inspections regularly. During these inspections, which occur once a year, the facility must prove that they have established the necessary systems, equipment, and protocols to provide adequate care to seniors, including standard health, safety, and cleanliness.
Additionally, facilities have to prove they can address the evolving requirements and preferences of residents by having developed care plans accordingly. For instance, they are required to offer 24-hour supervision and provide services and layouts that protect the dignity and privacy of their residents. They must also provide transportation for medical and personal appointments to residents who are unable to arrange their own means of transportation.

While COVID-19 regulations are no longer mandated by law, long-term care facilities are advised to follow guidance set out by the CDC and the Louisiana Department of Health.
