Paying for a memory care facility for your loved one might feel overwhelming. But there are several options that can help, from private payment methods and VA benefits to Medicare and Medicaid; we’ll discuss the options to help your loved one afford the care they need.
Paying privately for a memory care facility means simply that you’re not using public benefits. Private payment methods can include anything from personal savings and pensions to Social returns on investments. Here is a list of other private funding sources you may find helpful:
Number of veterans who live in Lubbock
About 22% of Lubbock veterans are 75+
If your loved one is a military veteran — or their spouse was — the Veterans Administration has some benefits that may help your loved one pay for a memory care facility. Two of the most common benefits are the VA Pension and the Aid and Attendance benefits. Both of these benefits are paid out monthly to eligible veterans. The Aid and Attendance benefit was created specifically for vets who need assistance with daily activities, are limited in their ability to get out of bed or live in a nursing home, or have serious vision problems.
To help your loved one determine if they qualify for any VA benefits, you can enlist the help of a veterans services officer. These trained experts provide free help with the claims process. They can also help your loved one find any additional benefits they might be eligible for. You can find veterans services officers at a local veterans services organization (VSO) or the VA benefits office in Waco.

If your loved one has limited resources, they might qualify to receive Medicaid in Texas. This program won’t directly cover the monthly cost of living in a memory care facility, but it will be able to help cover health care costs for your loved one. If your loved one is already receiving Medicare, they still might be eligible for Texas’ Medicaid for the Elderly and People with Disabilities (MEPD).
If a physician says it is medically necessary for your loved one to have health care at their memory care facility, that could be covered through a home and community based services waiver. You can help your loved one fill out this application for waiver services.
You can contact the Lubbock Aging and Disability Resource Center or the long-term care ombudsman on behalf of your loved one to get any questions you have about Medicaid answered. They can also help you figure out what your loved one is eligible to receive. If you’d like to read up on Texas’ Medicaid program, use the state’s “Pink Book,” which is a complete Medicaid Reference Guide. Applying for Medicaid online can be done through the Your Texas Benefits portal.

Medicare is the federal health insurance program designed for those 65+, disabled, or those who have end-stage renal disease. Medicare can be helpful in paying for tests, doctor visits, and therapies, but it does not pay for any non-medical costs related to Alzheimer’s and dementia, such as room and board at a memory care facility.
If you’re trying to help your loved one find additional cost savings, here are some programs to look into:
You can help your loved one sign up online for Medicare or download the Medicare enrollment forms and take them to the Lubbock Social Security Administration (SSA) office.
For help with the process, reach out to The Texas Health Information, Counseling and Advocacy Program (HICAP) via the Texas Medicare Helpline. This program is staffed with counselors who can answer questions and guide you through the application process. Your long-term care ombudsman, who covers Lubbock County, is also a helpful resource.

Lubbock’s memory care facilities have to receive a Type B assisted living facility license from the Texas Department of Health and Human Services in order to operate. They are then subject to inspections once every two years or more often if a complaint is made. If you want to see how Lubbock’s memory care facilities have fared on their inspections, find them on this long-term care provider search portal.
Memory care facilities in Lubbock have to follow the regulations in this Texas Administrative Code and the Health and Safety Code. These are the same rules and regulations that apply to assisted living facilities, but there are additional standards for Certified Alzheimer’s Assisted Living Facilities, which is what Texas calls memory care.
These added standards for memory care facilities cover the safety and security aspects of the actual facility, as well as provisions around staffing, staff training, and activities that must be provided. Here is a summary of the expectations for memory care facilities:

The city of Lubbock does not require memory care facilities to adhere to any specific COVID-19 preventative measures. The Centers for Disease Control and Prevention (CDC) has some guidelines for prevention that it recommends people follow.
Vaccinations. The CDC highly encourages people to have COVID-19 vaccinations and subsequent boosters, and the Lubbock Health Department provides these free of charge.
Masking. Wearing a face mask is not mandatory in Lubbock.
Facility cleanliness. The CDC has recommendations on ways to improve airflow and ventilation in buildings to keep COVID-19 virus particles from spreading.
Quarantining. The CDC recommends people isolate themselves for five days if they’ve tested positive or have symptoms of COVID-19.
